Asia-Pacific Economic Cooperation group; a forum for economic debate and cooperation, founded in 1989; membership consists of 21 countries of the Asia-Pacific region, including Australia, New Zealand and the US.
APEC developed from an initiative of Australian Prime Minister Bob Hawke and the Department of Foreign Affairs and Trade, with the backing of the Japanese Ministry of International Trade and Industry (MITI). Hawke publicly announced the idea in Seoul in January 1989, and the first meeting was held in Canberra in November that year. It has become the primary regional vehicle for promoting open trade and practical economic cooperation. Policy development is undertaken at a series of meetings of APEC ministers (education, trade, science and technology, etc.), with key decisions taken at the annual meeting of APEC leaders. Policies are arrived at by consultation and consensus and are adopted voluntarily.
